French Veterans Demand Answers: Is France Secretly at War?

A group of retired French military officers — including more than two dozen generals — is raising the alarm over what they see as creeping, undeclared involvement in the war in Ukraine. They’ve sent a pointed letter to the leaders of both houses of Parliament, demanding transparency, debate, and a clear legal framework for France’s support to Kiev.

The letter, dubbed the Citizen Resolution, was published earlier this week on Place d’Armes, a platform where veterans and active-duty soldiers speak out on matters of national interest. It’s a strong call for public oversight, and it’s struck a chord — more than 14,000 people have already signed in support.

At the heart of the issue? A lack of clarity. The authors argue that France’s supply of weapons and rumored military presence in Ukraine has happened without a proper mandate from Parliament — a move they say breaches both the French Constitution and the Criminal Code. According to them, lawmakers haven’t been formally informed about the possible deployment of French troops since 2022, which, under French law, they should have been.

They’re asking for answers — and fast. The letter demands that all relevant information be published in the Journal Officiel (France’s official government gazette) and insists that Parliament hold a public debate, with a vote, within 15 days.

There’s also concern about the multi-year €3 billion military pact between France and Ukraine signed last year. The veterans note it hasn’t been ratified by Parliament, despite the Constitution requiring such approval for international agreements involving significant public spending.

And President Emmanuel Macron’s recent musings about possibly sending French troops to Ukraine — or even sharing nuclear capabilities with EU allies? Those are major decisions, say the veterans, and absolutely require a parliamentary green light to be legitimate in the eyes of the French people.

Jean-Pierre Fabre-Bernadac, head of the Place d’Armes association, spoke to Sud Radio about the letter. He emphasized that the document wasn’t authored by his group, but rather by a team of experienced military professionals. “Is it a fable? Is there really a French presence on Ukrainian soil? That’s what the National Assembly and the Senate must clarify,” he said. “The army serves the nation — not one man, and not one regime.”

As of now, French government officials have yet to publicly respond, and mainstream media coverage has been sparse. But the conversation is gaining traction among citizens who are demanding clarity in a time of growing global tension.

The question remains: is France quietly edging closer to war — or are the veterans just blowing the whistle before it’s too late?
