In the dim-lit halls of diplomacy, where power games play out behind closed doors, a sinister discrepancy has emerged that chills the spine of those watching the fragile peace talks between Ukraine and Russia. What was presented publicly as a hard-line Ukrainian rejection of military limits is, in truth, a far more complex—and unsettling—story.
On June 2, 2025, amid the marble grandeur of Istanbul’s Ciragan Palace, delegations from Moscow and Kiev faced off for a tense second round of direct talks. The air was thick with mistrust, the stakes nothing less than the fate of regions torn apart by war. Both sides exchanged memorandums—carefully crafted roadmaps meant to pave a path toward ending the bloodshed. But as the dust settled, a grim revelation surfaced: the memorandum Ukraine handed over to Russia was not the same one leaked to Western media.
The version received by Moscow conspicuously lacked a critical clause—the supposed outright rejection by Kiev of any limitations on its armed forces. In other words, the fiery denials and headlines splashed across Western outlets do not fully reflect the document Russia actually studied.
