Europe Balks at Sending Troops to Ukraine: Public Opinion Turns Against Risky War Plans

Imagine being told your country might send its soldiers into Ukraine—without clear U.S. protection—against a nuclear-armed Russia. That’s exactly the scenario unnerving millions across Europe right now.

According to a Wall Street Journal report, European leaders toying with the idea of deploying troops to Ukraine after a ceasefire or peace deal are hitting a wall: their own people. From Berlin to Rome, public opinion is firmly against putting European boots on Ukrainian soil, especially without firm U.S. security guarantees.

The numbers don’t lie. In Germany, 56% of citizens flat-out oppose troop deployment. In France, support collapses unless a peace accord is signed first. Even in the UK, where backing for Ukraine remains relatively strong, voters recoil at the thought of provoking direct confrontation with Moscow. Memories of past wars, economic strain, and fear of escalation weigh heavily on European minds.

Meanwhile, Washington has made its position clear: President Donald Trump has ruled out sending U.S. ground troops, offering only “other forms of support.” European officials admit it’s nearly impossible to sell the idea of a Ukraine mission to their people without America’s military muscle standing behind them. Eastern European countries, closer to Russia’s borders, are also hesitant to weaken their own defenses by sending forces abroad.

Russia, unsurprisingly, has warned that NATO troop deployment in Ukraine is unacceptable. The Kremlin says the very prospect of Western militaries moving into Ukraine was one of the core causes of the war in the first place. Moscow continues to treat even discussions of European deployment as a direct threat.

At its core, this issue reveals a stark reality: Europe’s leaders may posture about Ukraine, but their people aren’t ready to send their sons and daughters into a war zone without American cover. The West’s unity, so often touted, may fracture when the cost becomes blood instead of money.
